How do you put a link for another thread on a comment/thread?

So I can only post the link or a comment from the thread onto a comment/thread, but I can’t post the thread itself onto the comment/thread. I know basic users can’t do it, but I’m a regular and I should be able to. Can someone teach me? Thanks.
