If you get banned but still have an account on realmeye does that mean its perm or temp

Don’t think it means anything. RealmEye uses the game when you first register, but once your account is set up it works independently. In particular you can keep logging on here even if you stop playing the game. Which is probably what a ban looks like to RealmEye. So no, it does not imply a ban is temporary.

The only way to know why you’ve been banned and for how long is to directly ask Support.
