For divine pets, to get maximum possible level of 100/100/100 do you have to max the 2nd ability or only the first?

You have to max all 3 of them.

The max level is is determined by the Level of the first abilities of the pets you fused.
For example if you fuse two 90/87/x pets the resulting pet will be a 90/87/x divine with a max of 100.

He’s talking about fusing to divine.

You only have to max the first one in order for the cap to be 100. But, if you max all 3 then you won’t have to feed as much.

You’ll have to feed twice as much actually if you do it when they’re still legendary

To fuse into a divine and have the ability to max all of its stats to 100, you have to max the first stat of both legendaries, the other two stats dont matter when you are fusing. Make sure not to have one pet’s second stat super high and the other’s super low, as it will lower the level of the pet you get after fusing to divine, i.e one stat is 90 and the other is 88 it would turn into 89 when you fuse.
