Do level one 8/8s get instant hp and mp healing at level up?

I’ve been thinking a lot recently about level one 8/8s. Getting a level one character to 8/8 costs a heap more than maxing a level twenty but the end result is the same, same health same mp.
So I am correct in saying a level one 8/8 is basically a level 20 8/8 but they get instant mana and hp heals whenever they go up a level?

Okay I don’t think this is going anywhere from here.

Yeah, pretty much.

Might wanna change the title to make sure it’s a heal at level up. I was confused initially.
