Does anyone understand why the kingdom skins are repeatable quests, but the key quests aren't?

Ideally, I think both should be repeatable (especially since you’re more likely to get multiple stacks of stone tokens per day if you run the mayhems you turn a stack of stone tokens for), but I’m not sure. Thoughts?
