@moderators according to the discourse meta thing (https://meta.discourse.org/t/what-do-user-trust-levels-do/4924/6), only spam and offensive flags count for the regular status, does that mean that off-topic flags dont count?

for some reason Vec thought it was important to close all “dead” threads so he started calling mods to super old threads to get them to close and Doc got annoyed at him so he stopped after two.

That appears to be the case. It seems that “Off-topic” flags, if agreed with, don’t count against TL3 worthiness.
