Meaning, you can get 40 offensive flags for somewhat obnoxious behaviour, but you can also get 20 offensive flags for behaviour that is absolutely not okay.
Either would be good enough for a ban.
I’m not entirely informed on everything he did, but since he got banned and the realmeye forum mods are relatively lenient, I fully trust he got what was coming to him.

I think < a minute ago is a suppose to be less then a minute ago but the sign facing the way it is confusing so I’m not sure
I gave it some thought and I’m thinking ~ means about a minute ago.
Then perhaps < means more than a minute ago? EDIT: No that’s not right. It appears at the start and is replaced by ~ so it is probs less than
Read those as:
Time of post~a minute ago, i.e., time of post is about a minute ago.
and
Time of post<a minute ago, i.e., time of post is less than a minute ago.
The < sign is for “is less than”. I always remember it like this, with the sign showing if it converges or diverges:
