I saw it speak too once yesterday, is it doing it in every realm (at the point when the Valentine event would spawn? - at death of last RDemon and GK) or seemingly at random?

The quest is Lich in your screenshot but I guess it could have been an unlikely GKs straight to Lich.

I’m guessing they forgot to remove the thingy that speaks the line once the Ghost Kings/Ents are dead.

Yeah taking a glance in the static.drips seems they have left the encounters(s) in the code, but removed the spawning ability, and yeah, overlooked/forgotten that the speech still gets triggered.
