Read the whole page again.

I read it but still
like, I can’t even SEE it in the list, as if it is admin item,
and it doesnt seems like many people knows about this like Admin sword or somthing
was just asking if any1 knew more about this

It’s a scrapped idea, meaning it was never released on prod. In that way, it is indeed similar to admin items.

Hence why someone put it on the wiki: so more people would know about it.

Like the wiki says, the stats are intentionally OP after it was decided that the armor would be scrapped. The -5 VIT was to “balance” it as a joke.
