Notes
The Seismic Impact effect can also be activated through walls, like the Divinity’s beams. This effect happens at the 3.5 range, so the sweat spot where all the shots and this effect overlap is a small and quite close to the second chain max range.
The following comparisons were made considering that the three shots and Seismic Impact hit with 8/8 characters using wine cellar tops and no exaltations:
This weapon has better shot damage than the T12 Celebrant Flail, always outdamaging it. With the added effect of Seismic Impact, it has slightly better damage than the T13 Divine Flail, but with higher ATT, DEX, the presence of Berserk and Damaging the T13 gets an advantage, the reason being it has better shot damage, which benefits from the afore mentioned boosts, while the Seismic Impact does not.
This weapon outdamages the T13 Flail at any DEF with none or with only Berserk or with only Damaging, with both Berserk and Damaging it is always beaten by T13 being when used by a Warrior or a Paladin, if being used by a knight it always outdamages the T13.
Even when both buffs are applied it has a close damage curve (0 to 100DEF) with the T13: Seismic Flail does (4760 to 4395)/(3614 to 3250)/(4335 to 3921) DPS, while T13 Divine Flail does (4784 to 4419)/(3587 to 3222)/(4340 to 3926) DPS, the difference being 24/-27/5 DPS.
Conclusion
Warrior: Even if we assume Berserk is always present this weapon can be considered a sidegrade to the T13 flail in terms of +damage/-range.
Knight: This weapon is almost always better than the T13 flail, even with exaltations and both buffs, only having a slight range decrease.
Paladin: Even if we assume Damaging is always present this weapon can be considered a slight sidegrade to the T13 flail in terms of +damage/-range.
