Are beach balls rare?

Not any more.
They’ve been in I think all the MotMG 2018 event chests, so players have had many chances to loot them recently. (I’ve seen about 20).

They’ve also been in a couple of other chests last summer, and possibly in mystery boxes? (not sure)
