I would cook the meat a bit before you put it in the pie since the dough will rise faster the meat will cook. from there its just pie

Agree with Tauntauned the last thing you want is meat that’s not fully cooked

You might also want to pre-cook the crust a bit so it’s not mushy, then put in the mostly-cooked meat and whatever else you want, then add the top part of the pie and cook until that’s good
