Legacy vs Non Legacy ST items

I currently have a skuld set with 2 pieces that are Legacy and Two non legacy and the full set does not give me the boosts it claims to give and also does not give me the new skin. Is this a bug or a feature?

Feature. Legacy ones don’t give set bonuses anymore, and you can only get the skin if you wear the full legacy, or full non-legacy; you can’t combine them.

Legacy and non-legacy are two different sets and therefore cannot be fit together.
