Thatâs the thing: not only is islamic terrorism more of a horizontal structure than a vertical one (meaning you canât just get rid of it by finding the guy at the top and blowing his damn brains off), but since it mostly uses suicide attacks and doesnât care all that much about the targets or timing, basically anyone indoctrinated enough can mount an attack on their own (and as the Nice truck attack showed, you donât even need to do anything suspicious like buy guns or make IEDs).
When youâre dealing with suicidal fanatics with a lust for martyrdom, threatening to torture and kill them isnât exactly going to work well as a dissuasion tactic.
Moreover, hitting a guy on his hospital bed is an understandably human response (or a cowardly way of venting out, depending on the person), yet not a productive one. Itâs not going to achieve anything, and in some cases will only make the policeâs investigation harder.
I think itâs mostly her way of invoking the good olâ âBritish Stoicismâ (see also how the Brits handled 2nd World War bombing of their cities or Thatcherâs reaction to being targeted by a terrorist attack herself).
