Sending PMs in Rifts does not work when the other person is in another realm/area.
i.e.
When you’re in the same realm, or a dungeon from the same realm then PMs go through. However when you are in the nexus you can’t PM someone in a realm nor can someone in one particular realm PM someone in another different realm.
