Notes:
Mostly useless, but not as useless as the Robe of the Tlatoani at least. Increase in SPD might be interesting for rushing, but you’re likely better off wearing a tiered robe with a speed-increasing ring instead given that robe gives less defense than the Robe of the Conjurer of all things.
