There is only a chance to upgrade the dropped loot by either +1 tier, +2 tiers, or +3 tiers. It does not guarantee that the loot will have its tier increased every time, and does not affect untiered. The maximum tier of item an enemy can drop is not affected. For example. if an enemy’s highest tiered drop is Tier 11, the enemies Tier level will stay the same, even with a Loot Tier Potion, or any other Loot Booster.
