Nobody currently owns this armor as of right now, so we do not know if it drops yet.
(as of 9/30/2014 KoalaPow, or rotmg_KoalaP on the forums, confirmed that the Harlequin Armor does not drop yet, saying “It isn’t really a secret that I’m working on an addition to this dungeon, especially since I gave approval for the ‘ideas for the other class puppets’ thread to exist.
I did end up having to release this dungeon earlier than I had wanted to, and was not able to get in all of the puppet classes in the first go. I am currently working on v2 of this dungeon to include the other classes and make some adjustments based on feedback, and upon its release, the Harlequin Armor will also go live.
