The original description for the Scepter of Fulmination before the description was corrected was this:

‘This scepter’s blast is so powerful it will daze opponents’.

This suggests that it was originally planned for the weapon to daze opponents instead of slowing, but it was likely to have been changed because of how powerful this would be.

Notes
While it may look weaker, considering that it only deals 180 damage, and hits 7 targets, unlike the T5 or T6 scepter in which they deal 200 damage and hit 8 targets, look further. Unlike other scepters, this scepter can inflict slow, something that other scepters cannot match. It’s something though; a status effect is better than nothing. Even further, it may have the damage/target hitting of a T4, but it uses only 65 MP, the MP use of a T1 scepter, proving its lovely spam, giving that extra use or two for maximum damage, making this scepter the better used one than others, and something others would prefer more.
