Before the buff, this ring was super crappy.
Now, it is one of the more useful rings, with a good balance of offense and defense, and it is fairly easy to obtain, despite its UT status.
This ring is great for squishier classes that could also use a little more MP. One such example is the Wizard, which is arguably the squishiest class there is.
Tankier classes may find themselves gravitating toward a pure HP/defense ring instead.
