Does not move, and periodically releases a spiralling barrage of Slowing ice twirls, pausing between barrages. If the Ice Portal survives for long enough, it will self-destruct into a ring of bullets.

Stun the Ice Portal as soon as it lands and even a small group will be able to kill it without issue.
All other classes:
The safest method to kill them is to approach them in their recovery phase, giving you enough time to safely damage or destroy it. Never allow yourself to become trapped in a corner or separated from your group because of an Ice Portal - a quick death awaits.
Ranged classes should have little issue attacking and destroying the portal. Just keep to a safe distance.
