Currently, this wand can be obtained in the Halloween 2014 Event. It can be found by using the Alchemist Minigame, or the Zombie Horde halloween 2014 event. It is a reskin of the T11 wand, the Wand of Ancient Warning.
It was implemented as a reskin of the wand prior to the release of build 25.0.0. As such, it does not pierce.
This has been since corrected and it’s stats match the current T11 wand, and it also pierces.
