This armor currently grants the most DEF in the game, higher than the T15 heavy armor, and equal to the Candy-Coated Armor. This is in exchange for a small mobility penalty and lack of DPS boost. Compared to the Leviathan Armor, this armor is essentially a -7 DEX & -5 SPD penalty for +9 DEF boost.
Unfortunately, the uses of DEF in lategame and endgame content (where you are most likely to die) are relatively small. It also faces competition with the Vest of Abandoned Shadows as a defensive armor, as that gives Armored for a short time when in combat.
If you decide to use this armor, it’s likely best on Ninjas and dagger classes. These classes already have high SPD and DEX, and can appreciate the ability to stay in the fray for longer.
History
Before Patch X.32.7.0 (Feb 2020), this item had a stat bonus of +21 DEF, -2 SPD.
Before Exalt Version 1.5.0.0 (May 2021), this item gave +24 DEF and -4 SPD.
Before Exalt Version 3.3.5.0 (Mar 2023), this item gave +26 DEF and -3 SPD on equip.
